The official explanation was that the pictures taken during the low altitude pass over Ground Zero were to update their publicity photos. After the incident turned into a PR disaster we are told that they will not be released.
Your tax dollars at work -- $328,835 (and serious anxiety in lower Manhattan) for publicity photos that are not to be released to the public. there is clearly a steady hand at the rudder of this nation.
